The County Agricultural Investment Program (CAIP) is designed to provide farmers with incentives to allow them to improve and diversify their current production practices. CAIP is a program of the KY Agricultural Development Fund (KADF) and is funded by the Tobacco Settlement Fund, part of the Master Settlement Agreement (MSA).
These funds will be distributed to farmers as a 50% cost-share incentive to approved applicants up to a maximum reimbursement of $2,000 among 3 investment areas.

Eligibility
All applications are scored, based on the scoring criteria set by the Kentucky Agricultural Development Board.
All producers must be 18 or older and have a valid Farm Serial Number (FSN). Applicants do not have to reside in Butler County, but the land must be in Butler County. If they do not own the farm, they must have written permission from the landowner granting them permission to use the FSN (a minimum of 5 years for capital improvements).
Participants must also have attended 1 educational activity no more than 6 months prior to applying and before payment is received.
- Education Certification Form
All participants interested in cost-sharing on Beef and Dairy practices (such as the purchase of bulls, heifers, or handling facilities) must also have an up-to-date KY Beef Quality and Care Assurance (BQCA) certification before funding is received.
No cash purchases are allowed!
This was mandated by the Kentucky Agricultural Development Board in 2017 and is stated in the 2021 Producer Guidelines linked below. All purchases must be paid for with credit, debit, or a check to remain eligible for cost share.
Beginning in 2020:
- Producers shall also submit proof of payment – either a cancelled check, copy of relevant credit card statement or other method of payment, excluding cash.
- Applicants shall have completed a Kentucky Agriculture Water Quality Act (AWQA) Plan with either the complete plan or a self-certification form on-file at the conservation district office for the farm for which CAIP funding is requested.

Information for 2021 Applicants
Below is a list of some potential events that would satisfy the educational requirement for any approved applicant. Some events you may have already attended may also qualify. It is also recommended that anyone placed on the waiting list for funds attend one of these events, so that there will be no issue in meeting the requirement later on if approved.
Out of county educational opportunities may be approved. After the program you attend ask the presenter or moderator to sign your program. Many training opportunities will be added to this list as the year progresses.
When trainings are scheduled make every effort to attend. There may or may not be makeup opportunities in other counties or at less convenient times.
If you are cost sharing in the Large Animal investment area, you are also required to have a Beef Quality Care and Assurance (BQCA) Training Certification in addition to the educational event. The Large Animal Investment Area includes bulls, heifers, handling facilities, and more. Per guidance from the state office, you may attend a local training held at the Extension office OR you may complete the training online at https://www.bqa.org/bqa-certification
BQCA Trainings DO NOT count towards your regular educational requirement. Certifications are good for 3 years.
